Volume is the normal case, not the stress test
Independent transactions run in parallel across every core, with blocks every fraction of a second.
For teams whose traffic arrives in bursts: a launch, a market open, a thousand agents waking at the top of the hour.
Most ledgers process one transaction at a time, which is fine until your product works. Then a launch day or a market open turns into a queue, fees spike, and the users you spent a year acquiring watch a spinner. Paxeer X runs transactions that do not touch each other at the same time, across every core on every validator. Ten thousand agents paying ten thousand different services are not a line. They are a batch.
The network works out which transactions depend on each other and which do not, runs the independent ones side by side, and checks that the result is identical to running them one by one. You get the throughput of parallel hardware with the correctness of a single ledger.

Fees stay flat
Because capacity is not the bottleneck, a busy hour does not become an auction. Gas on Paxeer X is a tiny fraction of a cent, set by governance rather than bid up by a crowd, and the base fee is fixed for the whole block you are in. Budgeting is simple: a thousand calls cost what a thousand calls cost, on launch day or on a Sunday.
You do not need a scaling plan for the ledger. Design for the traffic you want, and the network treats a spike as a normal Tuesday.
